In its first meeting on December 15, 2010, it approved a binational Action Plan comprised of specific initiatives and deliverables to be jointly worked by the U.S. and Mexican interagencies, which have either been completed or will be completed by the end of this year.”

What it actually means:

“We didn’t do anything.”
